strong medication used to treat moderate to severe short-term or chronic pain. Heroin and illicitly manufactured fentanyl are examples of non-prescription opioids. Opioid Use Disorder or dependence can develop with prolonged use of opioids. In 2024, Idaho experienced 212 deaths related to opioid overdoses. The Division of Public Health offers resources to prevent overdoses and get help. Risks of taking prescription opioids Anyone who takes opioids can be at risk for addiction, accidental overdose, or death. Keep your doctor informed.  Inform your health care professional about any history of substance use disorder. All patients treated with opioids for pain require careful monitoring by their health care provider for signs of misuse and addiction, and to determine when these medications are no longer needed. 2. Follow directions carefully.  Opioids may result in side effects, including drowsiness, constipation, and depressed breathing depending on the amount taken. Take the lowest dose needed to control your pain and never more than prescribed. Taking too much could cause severe respiratory depression or death. Do not crush or break pills. This can change the rate at which the medication is absorbed and lead to overdose and death. 3. Reduce the risk of drug interactions.  Don't mix opioids with alcohol, antihistamines (e.g. Benadryl, Claritin), barbiturates, or benzodiazepines. Combining any of these substances with opioids could lead to life-threatening respiratory depression. Talk to your health care provider for more information on drug interactions when taking opioids. Program Education and Training Voucher (ETV) National Youth in Transition Database Resources for Youth Coordinator Contacts About Extended Foster Care (EFC) About Extended Foster Care (EFC) Youth who are nearing age 18 in foster care will have opportunities to discuss extended foster care with their caseworker and other supportive individuals during the process of transition planning. If you are in foster care and getting close to age 18, it’s important to plan for your future and talk about your goals with your family services worker. You can choose to stay in foster care past 18 if you want. With   Continuous Foster Care (CFC) , your case can stay open until you turn 23. If you leave foster care in Idaho but later decide you want to return before age 23, you may be able to join Voluntary Post-18 Foster Care (VFC) . For more information Speak with your case worker Placement options in Extended Foster Care (EFC) Young adults in extended foster care (EFC) have a variety of options. Some young adults, in agreement with the resource family, continue to reside in their current foster placement. Others choose to reside with other supports such as extended family or friends or reside in their own apartment or home. When the young adult wishes to live independently, outside of a licensed placement, the young adult must speak with their caseworker to help determine whether the placement option is safe and appropriate, and a Supervised Independent Living Placement (SILP) application will be submitted.  The Supervised Independent Living Placement (SILP) allows for the young adult to live independently and receive a monthly maintenance payment to assist with room and board. The young adult must demonstrate a level of maturity and responsibility that is appropriate for a SILP to qualify. They must be able to manage expectations without daily supervision and minimal case management. Some examples of SILP settings may include an apartment or home, shared housing, host homes, or college dorms.  Voluntary Extended Foster Care (EFC) Young adults who opt out of EFC and exit foster care at 18 still have the option to return to extended foster care or EFC at any time before their 23rd birthday.  Young adults participating in voluntary extended foster care must meet the same requirements outlined for continuous extended foster care. Voluntary extended foster care provides the same placement opportunities as continuous foster care, including the Supervised Independent Living Placement (SILP) option if the young adult qualifies. A voluntary foster care case cannot be open for more than 180 days. The young adult will sign a program agreement on the first day of the voluntary EFC case.  Just as in continuous foster care, the young adult can also terminate the voluntary foster care agreement at any time.  Requirements for Extended Foster Care (EFC) To participate in continuous foster care (CFC), the young adult must have their foster care case extended through a court order before turning 18, while being in the legal custody of Child and Family Services (CFS) or Tribal Court in Idaho. The young adult must be meeting at least one of the following requirements:  Completing a high school diploma or a program leading to an equivalent credential, such as a GED; Enrolled in an educational institution which provides post-secondary or vocational education; Participating in a program or activity designed to promote, or remove barriers to, employment; Employed for at least 80 hours per month, OR Incapable of doing any of the activities described above due to a documented medical condition. Participants in the extended foster care program can transition between the above criteria to meet extended foster care (EFC) requirements. If a young adult participating in EFC is no longer meeting one of the above requirements, there will be a 30-calendar day grace period to assist the young adult in becoming eligible. After 30 calendar days, one of the criteria must be met or the EFC case will be terminated.  A young adult participating in continuous extended foster care (EFC) is not required to participate until their 23rd birthday. Home Service & Programs Medicaid & Health About the Katie Beckett Program Katie Beckett A special program for children with complex medical needs or disabilities who live at home with their families Explore this Section About the Katie Beckett Program Apply for Katie Beckett Manage my Katie Beckett Medicaid About the Katie Beckett Program Katie Beckett is a Medicaid program for children living at home with long-term disabilities or complex medical needs, who may be eligible for Medicaid services even if their family income is above Medicaid federal poverty guidelines. Eligibility for Katie Beckett To determine eligibility, please apply for both Medicaid and the Katie Beckett program at the same time.  If your child is approved for the Katie Beckett program, a premium will be assessed based on your family’s income. If you are unable to pay the premium, your child’s eligibility won't be impacted. To qualify for the Katie Beckett program your child must meet eligibility criteria for a complex medical need, a developmental disability, a physical disability, or a combination of those needs as listed below. Developmental disability criteria overview:  Has one of the following chronic conditions Autism Intellectual disability Seizure disorder Cerebral palsy Has substantial limited ability to function in at least three of the following major life activities; Self care Receptive and expressive language Learning Mobility Self direction Capacity of independent living or Economic self sufficiency Require services which are of lifelong or for an extended duration Complex medical need or physical disability criteria overview: Has a chronic condition Has a disability which meets SSI criteria according to disability evaluation under Social Security Requires level of care provided in a medical institution Child's physician has completed an evaluation identifying services necessary to maintain your child at home Made appropriate accommodations to provide care to the child in your home What's covered? more Explore this Section About Weatherization Assistance Apply for Weatherization About Weatherization Assistance The Weatherization Assistance Program (WAP) helps low-income individuals and families conserve energy, save money and increase the comfort of their homes by making their home more cost effective and energy efficient. Community Action Agencies work with utility companies and state and local agencies to assess, recommend, and install weatherization improvements in eligible homes throughout Idaho. Weatherize home qualification Families meeting certain eligibility requirements can qualify to have certified crews make home repairs and upgrades that will help lower utility costs and keep homes cooler in the summer and warmer in the winter. Funding is limited and available year-round on a first-come, first-serve basis. Criteria: Families must be able to prove ownership of their housing unit or have signed written permission from a qualifying landlord to make the home improvements. Weatherization services need to show the cost of doing the work will save the family money after the work is completed. Home safety and health risks also are considered when deciding if a home qualifies for services. Priority is given to families with children, elderly and disabled members or eligible families with emergency heating situations. Children’s Developmental Disabilities The Children’s Developmental Disabilities Program provides a system of care that has a wide array of home and community based services for children including intervention and support services. The system emphasizes evidence-based treatment methods, community integration, and family empowerment.  Overview Services can be delivered under a traditional pathway by a Developmental Disabilities Agency/Independent Provider or under a Family Directed services option where the parent acts in the role of the employer. A case manager is available to assist you to develop your child's plan of services and navigate children's services. Developmental disability  A developmental disability is a chronic disability of a person which appears before 22 years of age and: Is attributable to an impairment, such as an intellectual disability, cerebral palsy, epilepsy, autism, or other condition found to be closely related to or similar to one of these impairments that requires similar treatment or services, or is attributable to dyslexia. Results in substantial functional limitations in three or more of the following areas of major life activity; self care, receptive and expressive language, learning, mobility, self direction, capacity for independent living, or economic self sufficiency. Reflects the needs for a combination and sequence of special, interdisciplinary or generic care, treatment or other services which are of life-long or extended duration and individually planned and coordinated. Member Booklet Obtain service steps Contact the local regional Division of Medicaid Developmental Disability Program office at 208-334-6500 or toll free at 877-333-9681 for information and an application. Complete and return the application form to the address listed on the application.  Your child must first be approved for Medicaid in order to apply for developmental disability services. The regional Medicaid staff will forward your application to the independent assessment provider. The independent assessment provider will review your application and determine if additional information is needed. After the application is complete, the independent assessment provider will contact you and schedule an appointment to conduct an assessment of eligibility. Once eligible, a Case Manager will assist you in connecting to services. Monitoring Your child’s plan will be monitored monthly by the Case Manager to determine if progress is being made, if services are appropriate, and if any adjustments need to be made. Eligibility must be reviewed at least annually. The frequency of the review will be determined by the assessor based on change in functioning or needs of the child. This can be a full assessment, focused review, or paper review. Why have Guidelines? Children are active learners who learn through play. Play is fundamental to a child’s learning. Children learn through experiences and relationships with the people and objects in their world. Experience through play, shared knowledge, curiosity, and sense of wonder are foundations for children’s learning. Each child learns in unique ways. Children have unique characteristics that influence learning. The rate of development and learning varies for individuals and is not the same for every child of the same age. Learning may be uneven or occur in spurts. An individual’s learning is impacted by genetics, culture, environment, experiences, interests, motivation, and approaches to learning. Children receive learning opportunities that support their unique needs in inclusive environments. All children, who are developing both typically and atypically, are supported with opportunities to grow and learn in inclusive settings in child care, school, and community activities. Learning is most meaningful when it is integrated across all areas of development. Children construct knowledge and integrate new ideas and concepts into their existing understanding. Their achievements in language and learning are influenced by the social and emotional aspects of their development. Communication influences mathematical and scientific understanding. Naloxone Information Get Help Resources Statewide Crisis Centers Statewide Recovery Community Centers About Substance Use Disorder Substance use disorders (SUD) involve the recurrent use of alcohol and/or drugs causing clinically significant impairment including health problems, legal issues, disability, and failure to meet major responsibilities at work, school, or home. This disorder is common, recurrent and often serious, but SUD is treatable, and many people do recover with the right treatment and support.  About Substance Use Disorder The Division of Behavioral Health’s (DBH) Substance Use Disorder (SUD) Services Program provides statewide treatment and recovery support services for qualifying individuals and families struggling with the disease of addiction through providers across the state. SUD supports a client-centered approach to treatment and require that our service providers all use evidence-based practices when treating for addiction.  The program offers an array of services including outpatient and residential treatment, as well as recovery support services such as safe and sober housing and transportation. Eligible clients will be assessed to and Caregiving Resources, services, and supports for kinship caregivers Explore this Section About Kinship Caregiving About Kinship Caregiving About Kinship Caregiving For children who are placed in foster care the preferred placement is with kin. Kin are relatives, tribes, or people with a family like relationship with the child or their parents before coming into care. Kin may qualify for immediate or expedited placement of children if a safe and suitable caregiver is identified. Children are able to stay connected to their family connections, cultural traditions and community. Kinship caregiving is often challenging because it changes relationship dynamics between the child and caregiver as well as other family members. Idaho Kinship Program Idaho has tens of thousands of kinship caregivers who take on the role of parenting when the child’s parents are unable to. These living arrangements may be made formally through a social service agency but are most often arranged without formal intervention. Contact the Idaho CareLine by dialing 211 (8 a.m. to 6 p.m. (MT) Monday – Friday) and ask for Navigation Services.   Community resources Community resource information about financial assistance, health and dental insurance, early childhood education, intervention services for developmentally and physically disabled children, and food assistance programs.   Legal services Legal information about custodial arrangements, legal actions, legal forms, and legal services.  Support groups Support group information about finding a support group near you.  TAFI grant Also known as the Relative Caretaker or Grandparent Grant , eligible households can receive up to $309 per month to help offset the cost of caring for a child. Caretakers must be related, and income criteria is based on the child’s income. Children’s Medicaid Children's Medicaid covers children under the age of 19 years who meet certain eligibility criteria. Income criteria is based on the child’s income. Miscarriage Records The Department of Health and Welfare issues certified copies of death, stillbirth, and miscarriage records of events that occurred in Idaho. Overview A death certificate may be necessary for a variety of legal reasons, such as claiming life insurance, applying for a spouse's pension or Social Security benefits, changing financial accounts, and remarrying. The department maintains death certificates filed since July 1911. A stillbirth certificate is filed for stillborn children who are at least 20 weeks gestation or weigh at least 350 grams. A miscarriage certificate may be filed at the request of a parent if the miscarriage has been certified by a physician. In Idaho, death, stillbirth, and miscarriage certificates are legally confidential for 50 years. Idaho 211 User account menu Search Search terms search Breadcrumb Home Governor's Children at Risk Task Force (CARTF) Governor's Children at Risk Task Force (CARTF) The Governor's Task Force on Children at Risk (CARTF), a nonpartisan, broadly representative organization with concerns related to children at risk in Idaho, is dedicated to providing informed recommendations to the Idaho Governor regarding issues related to child abuse and neglect. In 1988, by executive order, Idaho Gov. Cecil Andrus established the Governor's Task Force on Children at Risk. The group's first assignment was to review research on sex crimes against children and develop recommendations to address the issue. This included reviewing testimony from public hearings, national research, and interviews with investigators, treatment providers, law enforcement personnel, perpetrators, citizen advocates, victims, and their families. Findings and recommendations were published in "A Report on Idaho's System for Protecting and Serving Children at Risk of Sexual Abuse." The report had 14 specific recommendations. Most of these have been followed to completion. Since 1988, the task force has continued to make recommendations to the Governor on issues pertaining to Idaho's children.
